Tumpang Tindih Sertifikasi Keahlian ?

Ada tumpang tindih SKA, STRI, sertifikat keinsinyuran, IPTB daerah,… Rasanya berlebihan dan membuang banyak waktu produktif.

Maka usul saya:

1. Sertifikasi Nasional, baik namanya STRI, SKA atau Keinsinyuran atau apapun adanya, hanya SATU dan berlaku Nasional. Mau melalui ujian boleh boleh saja. Tapi bukan sekolah 1 tahun. Melainkan workshop untuk penyeragaman pemahaman SNI terkait.

2. IPTB propinsi (tidak boleh ada level kota yg ada hanya level propinsi) hanya berlaku bagi yang belum punya sertifikat Nasional. Boleh saja syarat memperoleh sertifikat nasional minimal harus punya satu sertifikat level propinsi dahulu.

3. Bila di propinsi tertentu punya kekhususan syarat tersendiri, maka pemegang sertifikat Nasional cukup ikut wotkshop 1 hari atau ujian mengenai kekhususan tsb untuk dapat praktek di propinsi tersebut bila berkaitan dengan hal khusus itu.

Organisasi profesi atau lembaga pengesahan sertifikasi bukan lembaga pendidikan, jadi bukan mewajibkan profesional sekolah, tetapi mewajibkan training profesional berkelanjutan, misalnya wajib ikut workshop/seminar terkait profesinya resmi minimal selama 40 jam dalam setahun.

Jadi jangan sampai sertifikasi bersifat tumpang tindih antar negara dan propinsi, serta antara organisasi/lembaga.

Jangan sampai sertifikasi profesional dijadikan ladang cari duit lembaga profesi dengan akibat saling tumpang tindih.

Begitu, mungkin ada kekurangan silakan di tambah/dikoreksi, namun jangan menambah jadi rumit. Tujuan kita dalah menjadikan profesi Sipil bermutu dan berkelas!!

Gouw Tjie Liong, Ir., M.Eng, ChFC, PhD

Dr. Gouw is a certified Professional Geotechnical Engineer. He has been working in the field of Geotechnical Engineering since 1984. His expertise covering geotechnical investigation, soil instrumentation, deep foundation and excavation for high rise buildings, pile load testing (Static and PDA), pile integrity testing (PIT), sonic logging test, vibration monitoring, slope stability, ground anchors, pumping test, dewatering, micropiles, tunnelling and ground improvement works, e.g. dynamic compaction, vertical drain, vibro-compaction, geosynthetic and grouting. The jobs cover more than 180 projects in Indonesia, Singapore and Srilanka. He has a great passion in the teaching and disseminating of geotechnical engineering knowledge. He serves as lecturer since late 1984. Currently, he serves as Associate Professor at Podomoro University, Jakarta for undergraduate study, and for post graduate students at Universitas Katolik Parahyangan, Bandung, Indonesia. He also conduct regular geotechnical training for engineers. He also chaired the Indonesian Chapter of International Geosynthetics Society since 2006. He has published 80 papers and 22 technical notes.
